      樂(le)化集團(tuan)董事長沈孝業,不(bu)但是山東省優秀共產黨員(yuan)、省勞(lao)動模范,還是縣市省三級(ji)人大代表。
  沈(shen)孝業(ye)觀察(cha)到:下地(di)干農活的老(lao)人(ren),有(you)些(xie)快80歲(sui)(sui)了,精(jing)神頭很足;有(you)些(xie)剛60歲(sui)(sui)出頭,但精(jing)神差多了。 他們的差別,主(zhu)要不在身體(ti)狀況,而(er)是(shi)因(yin)為高齡(ling)老(lao)人(ren)是(shi)從企業(ye)退休的,本(ben)就有(you)一份(fen)養老(lao)金,下地(di)干活是(shi)圖個樂(le)子;低齡(ling)老(lao)人(ren)則當了一輩子農民,種地(di)是(shi)為了生存,也就多了點艱辛(xin)。
  遐想將來(lai),沈孝(xiao)業兀然自警:自己將來(lai)年邁,廠里(li)的職(zhi)工(gong)也有年邁時。真(zhen)到了那一(yi)天,千(qian)萬不可出現自己或少部分職(zhi)工(gong)生(sheng)活有保障、廣(guang)大(da)職(zhi)工(gong)難以安(an)享晚年的一(yi)幕。為了現在(zai)、將來(lai)他能坦然面對自己企業的所有職(zhi)工(gong),他認準了一(yi)個理(li):對職(zhi)工(gong)要(yao)一(yi)視同(tong)(tong)仁,要(yao)處理(li)好企業的眼前利益和(he)長遠利益的關(guan)系,從(cong)訂(ding)立勞動合同(tong)(tong)到參保繳費,一(yi)切國(guo)家法律(lv)規定(ding)的事(shi),都要(yao)認真(zhen)執(zhi)行(xing)。

  被人(ren)們譽為(wei)山東省(sheng)昌(chang)樂縣(xian)民(min)營經(jing)(jing)(jing)濟領頭(tou)雁的樂化(hua)(hua)漆(qi)業(ye)(ye)股(gu)份有(you)限公(gong)司(si),是樂化(hua)(hua)集團(tuan)下屬的一家擬上市(shi)公(gong)司(si)。該(gai)公(gong)司(si)擁有(you)總資產2.1億(yi)元,職工(gong)800余人(ren)。多年(nian)來,樂化(hua)(hua)漆(qi)業(ye)(ye)股(gu)份有(you)限公(gong)司(si)堅持以現代化(hua)(hua)的管理(li)理(li)念(nian)運作經(jing)(jing)(jing)營,注(zhu)重以經(jing)(jing)(jing)濟效(xiao)益(yi)和社會(hui)效(xiao)益(yi)同步增長(chang)。在(zai)經(jing)(jing)(jing)濟效(xiao)益(yi)逐年(nian)提高(gao),年(nian)利(li)稅(shui)實現3000余萬元的基礎上,公(gong)司(si)積(ji)極(ji)發(fa)展職工(gong)保(bao)險福(fu)利(li)事(shi)業(ye)(ye)。在(zai)為(wei)不少老職工(gong)參加社會(hui)保(bao)險多年(nian)后,今年(nian)起,又為(wei)600多名農(nong)民(min)工(gong)辦理(li)了(le)養老、工(gong)傷、失(shi)業(ye)(ye)、醫療四項(xiang)保(bao)險手續,為(wei)此年(nian)增繳社會(hui)保(bao)險費150萬元。該(gai)企(qi)業(ye)(ye)的行為(wei),為(wei)全縣(xian)經(jing)(jing)(jing)濟和社會(hui)保(bao)障事(shi)業(ye)(ye)的發(fa)展起到了(le)很好(hao)的示(shi)范帶動作用。
  作(zuo)為(wei)民營(ying)企業(ye)(ye)(ye)(ye),山東樂化漆(qi)業(ye)(ye)(ye)(ye)股份有限公司用工(gong)多為(wei)年(nian)輕的(de)農民工(gong)。由于受(shou)環境(jing)和自身素質影(ying)響(xiang),他們(men)不(bu)僅缺少對勞動合(he)同、社會保險等法規政策的(de)了解,還普遍(bian)認為(wei):現在(zai)(zai)年(nian)輕,投不(bu)投保無所謂(wei),只要工(gong)資(zi)高就行(xing)。按一般經營(ying)者的(de)觀念,既(ji)然職(zhi)(zhi)(zhi)(zhi)工(gong)不(bu)愿(yuan)參保,也(ye)就順水推(tui)舟算(suan)了。但(dan)是,該公司老(lao)總沈孝業(ye)(ye)(ye)(ye)卻(que)認為(wei):“不(bu)為(wei)職(zhi)(zhi)(zhi)(zhi)工(gong)辦理(li)(li)(li)勞動合(he)同和社會保險,既(ji)是對職(zhi)(zhi)(zhi)(zhi)工(gong)合(he)法權益(yi)的(de)侵害(hai),對職(zhi)(zhi)(zhi)(zhi)工(gong)的(de)未來(lai)不(bu)負責任(ren),也(ye)是對企業(ye)(ye)(ye)(ye) 的(de)健康(kang)發展設置障礙。”他曾(ceng)在(zai)(zai)股東大會上說:“我(wo)們(men)要正確處理(li)(li)(li)好眼(yan)前利(li)益(yi)與長遠利(li)益(yi)的(de)關系(xi),現在(zai)(zai)不(bu)為(wei)職(zhi)(zhi)(zhi)(zhi)工(gong)參保繳費,看似(si)節省了資(zi)金,但(dan)將來(lai)職(zhi)(zhi)(zhi)(zhi)工(gong)的(de)老(lao)有所養、病有所醫等問題會給我(wo)們(men)企業(ye)(ye)(ye)(ye)帶來(lai)沉重的(de)包袱。從另一角度(du)說,為(wei)職(zhi)(zhi)(zhi)(zhi)工(gong)參保繳費,能增(zeng)強職(zhi)(zhi)(zhi)(zhi)工(gong)干事業(ye)(ye)(ye)(ye)的(de)積極性,激發企業(ye)(ye)(ye)(ye)活力,理(li)(li)(li)順職(zhi)(zhi)(zhi)(zhi)工(gong)管(guan)理(li)(li)(li)關系(xi)。再說,職(zhi)(zhi)(zhi)(zhi)工(gong)將我(wo)們(men)企業(ye)(ye)(ye)(ye)當作(zuo)衣食(shi)之(zhi)本,我(wo)們(men)也(ye)得為(wei)他們(men)負起這份責任(ren)啊!”
  沈(shen)孝業(ye)(ye)(ye)是一(yi)(yi)(yi)(yi)(yi)個具有(you)現(xian)代經營意識(shi)的(de)(de)(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)家(jia)(jia),一(yi)(yi)(yi)(yi)(yi)貫堅(jian)持依法納(na)稅、依法管(guan)理(li)(li)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)和工(gong)(gong)(gong)人(ren)。在他們(men)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),規范職(zhi)(zhi)工(gong)(gong)(gong)勞(lao)(lao)動(dong)(dong)(dong)保障(zhang)關系作(zuo)(zuo)為實施企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)人(ren)性(xing)化管(guan)理(li)(li)的(de)(de)(de)重要(yao)內容,一(yi)(yi)(yi)(yi)(yi)直保持著(zhu)。公(gong)(gong)司(si)多(duo)年來,經常邀請縣勞(lao)(lao)動(dong)(dong)(dong)保障(zhang)局的(de)(de)(de)同志來公(gong)(gong)司(si)為職(zhi)(zhi)工(gong)(gong)(gong)講解(jie)勞(lao)(lao)動(dong)(dong)(dong)保障(zhang)政策,幫助職(zhi)(zhi)工(gong)(gong)(gong)轉變觀念,提高(gao)社(she)(she)(she)會保障(zhang)意識(shi)。在縣勞(lao)(lao)動(dong)(dong)(dong)保障(zhang)監(jian)察(cha)大隊(dui)的(de)(de)(de)指導下,公(gong)(gong)司(si)為所有(you)職(zhi)(zhi)工(gong)(gong)(gong)辦(ban)理(li)(li)招工(gong)(gong)(gong)手續(xu)、訂立勞(lao)(lao)動(dong)(dong)(dong)合(he)同制(zhi)時(shi),主動(dong)(dong)(dong)加(jia)(jia)入維護職(zhi)(zhi)工(gong)(gong)(gong)權利的(de)(de)(de)內容。以前,列入的(de)(de)(de)內容有(you)職(zhi)(zhi)工(gong)(gong)(gong)有(you)權拒(ju)絕不安全、不合(he)法的(de)(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)指令等(deng),現(xian)在,又將(jiang)(jiang)必須辦(ban)理(li)(li)社(she)(she)(she)會保險手續(xu)的(de)(de)(de)內容加(jia)(jia)入其中(zhong),而且,辦(ban)理(li)(li)過程中(zhong),他們(men)堅(jian)持高(gao)標準、嚴要(yao)求、上檔次,從(cong)促(cu)進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)發展著(zhu)眼,向正規國有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)看齊,認真執行國家(jia)(jia)的(de)(de)(de)勞(lao)(lao)動(dong)(dong)(dong)保障(zhang)法規政策,消除職(zhi)(zhi)工(gong)(gong)(gong)身份差別,堅(jian)持將(jiang)(jiang)農(nong)(nong)民工(gong)(gong)(gong)與企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)內部的(de)(de)(de)固(gu)定工(gong)(gong)(gong)同等(deng)待遇、同比例繳費(fei)。大多(duo)數農(nong)(nong)民工(gong)(gong)(gong)身份的(de)(de)(de)職(zhi)(zhi)工(gong)(gong)(gong),對企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)從(cong)根本(ben)上解(jie)決(jue)他們(men)將(jiang)(jiang)來的(de)(de)(de)老有(you)所養、病有(you)所醫、失有(you)所助的(de)(de)(de)問(wen)題積(ji)極擁護。當記者在該企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)與一(yi)(yi)(yi)(yi)(yi)農(nong)(nong)民工(gong)(gong)(gong)談起(qi)(qi)參保問(wen)題時(shi),她很感慨(kai)地說:“俺農(nong)(nong)民也能像(xiang)城里的(de)(de)(de)正式工(gong)(gong)(gong)一(yi)(yi)(yi)(yi)(yi)樣入社(she)(she)(she)會保險,到時(shi)候退休領工(gong)(gong)(gong)資,真有(you)點(dian)不敢相信,企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)確實為我們(men)做了(le)一(yi)(yi)(yi)(yi)(yi)件大好(hao)(hao)事(shi)。今后,我們(men)要(yao)加(jia)(jia)倍(bei)工(gong)(gong)(gong)作(zuo)(zuo),創造更多(duo)的(de)(de)(de)價(jia)值,對得(de)起(qi)(qi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye),對得(de)起(qi)(qi)這好(hao)(hao)政策。”
  采訪(fang)中,記者(zhe)還了解到(dao),對(dui)企(qi)(qi)(qi)業“強(qiang)制”職(zhi)(zhi)(zhi)工(gong)參加社會(hui)保(bao)險的(de)舉措,也有個(ge)別人不(bu)能(neng)接受,因為參保(bao)后(hou)個(ge)人需繳納部分社保(bao)費,表面看收有所(suo)降低(di)。他們(men)竟然為此(ci)離開了該企(qi)(qi)(qi)業。沈(shen)孝業在為他們(men)惋(wan)惜之余(yu),堅(jian)(jian)定(ding)地表示:作為有責任感的(de)企(qi)(qi)(qi)業家,我(wo)(wo)們(men)必(bi)須既想到(dao)職(zhi)(zhi)(zhi)工(gong)的(de)現在,也考慮(lv)他們(men)的(de)未來。參加社會(hui)保(bao)險對(dui)職(zhi)(zhi)(zhi)工(gong)、對(dui)企(qi)(qi)(qi)業都是有好處(chu)的(de),無論如(ru)何(he),我(wo)(wo)們(men)要堅(jian)(jian)持(chi)這(zhe)么做(zuo)。他還說(shuo):“作為人大(da)代(dai)表,我(wo)(wo)要建議政府,采取更強(qiang)硬手段,解決好民營(ying)企(qi)(qi)(qi)業和(he)農民式參保(bao)問題(ti),要將所(suo)有類型企(qi)(qi)(qi)業、不(bu)同身份職(zhi)(zhi)(zhi)工(gong)都納入社會(hui)保(bao)障的(de)覆蓋范(fan)圍。”
